It was established by Haribilas Agarwala, Lakshikanta Borkataki, Joydeb Sarma Pandit in the heart of the city. Earlier it was known as Central Hall or Town Hall. It is situated in the midst of Tezpur Town area and in front of Tezpur Police Station is dedicated to him. A statue of Hem Baruah is also constructed in front of the hall.
